Established a pilot rural business incubation centre and regional network; provided staff development and training for four rural Business Development Centres in the Oblast; prepared a Best Practice Manual; introduced business information systems and network; carried out promotion campaign; organised UK business incubation study visit (in association with ULG Consultants, UK).
